Mjölnir Guard disposes where Decide proposes. Over the same state template it answers a binary noul (1 = released, 0 = a human looks first) with the exact stage that produced the answer, the rule codes behind it, and one plain sentence. Two keys sign a release — the authority rules and, where deployed, a veto-reader; in-container the reader is off, so releases are honestly staged released-authority-only. No model in the trust path.
